Scaling is Phase 3 of NIC development. This phase follows Improvement Testing, and lasts 1-x years. The network is actively engaged in spreading learning and change packages for a problem to additional contexts. The NIC sustains self-driven growth and content management, and supports a machine-learning driven recommendation engine and cross-NIC health reporting.
